KORELASI KONSEP NEGARA KESEJAHTERAAN MENURUT GØSTA ESPING-ANDERSEN DENGAN PANCASILA DALAM PENGATURAN OTONOMI DAERAH DI INDONESIA
Abstrak
The concept of welfare state in Indonesia has been promoted through the formulation of the Preamble to the Constitution of Indonesia. As a big goal of the establishment of the Unitary State of the Republic of Indonesia, the development of the concept of a welfare state was advanced by experts from various backgrounds, one of whom is Gøsta Esping-Andersen. Esping Andersen put forward the theory of the welfare state and the four pillars of the welfare state. In this paper, we will examine the correlation of the concept of the welfare state by Gøsta Esping-Andersen with Pancasila as the basis of the Indonesian state and the application of this concept in regional autonomy arrangements in Indonesia. Through normative juridical studies, it is known that the four pillars of the welfare state are basically in accordance with Pancasila, so that they can be used as a reference in formulating general policies related to citizens' rights. Besides that, the four pillars of the welfare state have also been accommodated in the regulation of regional autonomy in Indonesia, but with the change of government regime and laws governing regional government, there has been a shift in the dominance of the role of providing basic services to citizens from the local government to the central government.
