COMMUNITY ROLES AND CONSTRAINTS IN REGENERATIVE TOURISM: A CASE STUDY OF PEMUTERAN TOURISM VILLAGE, BULELENG REGENCY

This study explores the roles of local communities and the constraints they face in developing regenerative tourism in Pemuteran Village, Bali. A descriptive qualitative approach was employed through observation, semi-structured interviews, and document analysis, with data analyzed using the power-interest matrix, Arnstein’s ladder of participation, and cross-analysis. Informants were selected using purposive sampling, including the Village Head, Pokdarwis Chairperson, coral reef communities, fishermen, and salt farmers. Findings reveal that the sustainability of tourism heavily relies on active community involvement, where residents shift from passive recipients of information to active decision-makers, as seen in salt farmers preserving traditions, fishermen adapting to marine tourism, and Pokmaswas enforcing coastal management authority. Despite facing challenges such as limited resources, economic risks, and regulatory constraints, strategies combining technical support, training, and community empowerment strengthened their capacity. This participatory transformation forms the foundation for authentic, inclusive, and sustainable tourism management. This study offers a new perspective by simultaneously integrating three analytical frameworks, providing a reference for the development of tourism villages in Bali and other coastal destinations facing similar conditions.
